If true, fetches and stores
Strict: follow lists of whitelist
Normal: follow lists of follows of whitelist.
Exclude: int excludes follow lists larger than x from WoT
Ephemeral: if true only keep events in time since current time
Time

Anyone in the WoT is considered whitelisted but will have events deleted after time if not explicitly whitelisted

Add the permanent whitelist if with score is over x.
