consider how to handle staging being present when starting a new install

The reason staging would exist is the previous rv call failed/stopped (or i guess a separate process is currently running it)

On posit cloud had a project blip and when

in the cache we get the duckdb directory that is in this funky state of having a folder called duckdb but it empty, then the temp installer

just noting this for now, we can discuss later how we detect/clean against this

the user ends up getting stuck forever unable to properly "install" duckdb because rv thinks its there but its an empty folder so when R checks it sees its not really there
