Time in comments - 04.48pm confusing?

The comments seem to have a time issue  - 04.48pm - is it possible to make it 16.48 or 4.48pm - the fact there is a zero makes one think it is early morning?  I know this is being very particular and it probably cannot be changed - just looks odd.
