Web SSH is broken by App Settings `NODE_OPTIONS=--max-http-header-size`

Hello,

I found an unexpected behavior of Web SSH by AppSettings.
Could you please look into this?

Repro steps:

1. Set the following AppSetting for an App Service on Linux resource

   • name: NODE_OPTIONS
   • value: --max-http-header-size=8000
     

2. Open WebSSH of the App Service
