When you click the Dev Container link in the https://github.com/Azure-Samples/rag-postgres-openai-python?tab=readme-ov-file#vs-code-dev-containers section it takes you to a place holder page: https://github.com/Azure-Samples/rag-postgres-openai-python/blob/main/placeholder
