`azure_storage` and `azure_storage_blobs`

Was doing an update on one of my projects and realized the azure_storage and azure_storage_blobs crates are still at 0.21 and there is a message stating I should request official releases if it's important to me so here I am 🙂

+1, it's frustrating as Renovate is updating azure_identity for me to 0.24.0, which uses a different azure_core to azure_storage.

@vincenttran-msft what can we do to drive the effort forward?
