[Rule] Use integrated cache for read-heavy workloads with dedicated gateway

The Cosmos DB integrated cache (via dedicated gateway) can dramatically reduce RU cost for repeated point reads and queries, but developers often don't know it exists or how to configure it.

We need a rule covering:

• When to use: read-heavy, high-repetition workloads
• Dedicated gateway connection string requirement
• MaxIntegratedCacheStaleness configuration
• Limitations: only works with eventual/session consistency reads
