Failed to establish a new connection: [Errno 111] Connection refused

I was booting up powershell-empire on kali linux (client not starkiller) and I came across this error:

If anyone knows how I can fix this please let me know ASAP.

I also tried running it on the server and I loaded both localhost:1337 and 0.0.0.0:1337 and 127.0.0.1:1337 and none of them work...
