Incorrect updated id logic in retrospective comparisons of motif and nr releases

When comparing releases, which are not successive, say motif release 0.14 and 0.1, some motif groups in 0.1 may be identified as potential candidates for creating updated ids in 0.14, but since these releases are not successive, the updated id may or may not actually exist. This results in broken links in the Updated ids column on motif comparison pages.

This is a minor issue affecting only a small number of motifs. The id creation is not compromised.
