make presents not spawn when their pool is exhausted instead of giving out coal [FEATURE REQUEST]

kinda lame for them to give out coal

Just confirmed presents can still spawn if their pool is empty. Not only that but it appears that they will pull from other present's pools when they do spawn (not just coal) which isn't right. Tested by deleting all content files except mine and santa's.
