[Bug] Downsampling the Z axis in multiscales breaks tile loading

Describe the bug

We have some data here, which initially displays a low resolution, but as the high res loads in some tiles are missing:

this is something @will-moore has brought up, when datasets are downsampled in z so the image at a specific z index is different across resolutions
we discussed a bit how this can be handled, like having the user select a single resolution to load a time

Ah, I see. I think ideally the view should be in world coordinates, then all of the axes could just be mapped onto that. But I'm guessing that would require a major refactoring.

@tischi, I'm just tagging you here, as it is a replication of an issue you created on the original hms-dbmi/vizarr#215 repo, and also raised at the Hackathon last week.

It will take us a little while to clear up after the Hackathon, but hope to look at this in the next few weeks.

I looked into a possible fix/workaround for this at hms-dbmi#311 - seems to be working!

@AlexSurtees I saw that the OpenOrganelle data loads nicely now in your PR, but the preview link above doesn't work for me. I tried in both Firefox and Chrome. Does it work for you?
