[pangea] move nations to panthalassa

Feature / Issue

Since we plan to store all data on panthalassa, we need to move the nations storage to panthalassa.
It should be simple since we don't need to migrate existing nations (in the database) we can just re index them in go. However, nation drafts must be migrated.

Acceptance Criteria

• tests
• call module to create nation draft to fetch all nations and to submit a nation draft to the blockchain
