Modernize upload/download artifact actions to v4 in CI #352

As upload-artifact and download-artifact v3 are going out of life, we need to update actions in .github/workflows/cibuildwheels.yaml to v4. Also, we need to fix the fact that the sdist tarball is currently not being uploaded to PyPI.
