currently, EXTPAR is part of the COSMO software and the intellectual property rights, right of use and responsibility for licensing are defined in Appendix A of the COSMO agreement:
EXTPAR
Description: program generating from different databases the external parameters
needed to run the COSMO and ICON models.
IPR: owned by one or more Partners or by COSMO licensees.
Rights of use: non-exclusive, free of charge and unlimited in time right of use for R&D
and for official duty to be carried out in each Partner’s country,
right of distribution to Research Institutes and Universities for R&D and to
Governmental Hydrometeorological or Meteorological Services for R&D
and official duty.
Responsible for the licensing: DWD for official duty, resp. all Partners for R&D or within
their own country
This is already quite open regarding e.g. the rights of use.
But I am pretty sure that this hasn’t been touched for some years and we could think about other ways to define a software license for EXTPAR including the BSD-3C use for ICON.
Before changing or discussing a change, it might by good to check which restrictions on usage/distribution of EXTPAR are imposed by the current formulation and need to be lifted to ensure a efficient usage in the broader ICON community
