Add Hebrew to supported languages

Here's the translation file for Hebrew from JustLaw Israel.

Will also need to add Hebrew to the list of supported languages in the About section (not sure if that list auto populates based on actual supported languages or needs to be edited).

The language translation file will need to be edited to include the element names for "Show Navigation", "Navigation Panel", and "Open" when #250 is updated. The translations are in there next to the English versions at the very end of the text file.
