feature request - use anchor tags in Changes file for each version

It would be really cool if the Changes/Changelog file would be rendered to have anchor tags at each changelog entry, to allow one to link to a specific entry within the file.

It would be even cooler if these tags were listed in the mostly-empty left sidebar, too!
