[Documentation] The project template

We need a document giving an overview of the project template file (`_layouts/project.html`) including:
- What elements on the page it defines (news links, project links etc.)
- How the news and tutorial links are generated
- The important CSS classes defined for theme designers

**Note:** You may assume that the reader is familiar with basic HTML and Liquid syntax
