As in, an option to just have certain snitches tell people when they enter the snitch field essentially? Or are you envisioning a new block/tool?

It'd be a different block/snitch/whatever. This implementation of JukeAlert is very modular and only defines snitches as "blocks with some range", all functionality is loaded dynamically and config bound (which is also the reason for #12). You'd only have to add one class, change the config and you could have some new blocks which announces claims

So the idea I had forever ago is to use banners. If you name a banner [Claim] Icenia in an anvil and reinforce it, any player that enters 200 blocks within the banner will get a title screen of Entering Icenia. They also get a picture of the banner and its coordinates in chat.

this kinda goes against the original idea of civ, remember while the game has developed to be nations based. there is nothing forcing individuals to make nations of make claims, except for other nations.
