Remove snitches from related tables when removed

When we had to refresh snitches a while back, I noticed that the snitch_refresh table had far more entries than the snitches table. This leads me to believe that when a snitch is culled, it is removed from the snitches table, but related entries in other tables aren't being removed, leaving orphan records. Need to look into this and confirm/ fix if so.

The issue is ja_snitch_refresh is set to cascade delete from parent tables, but it's not actually a foreign key to ja_snitches which is why ja_snitch_refresh is full of snitches which don't exist anymore
