Update function argument table in CI upon release

The table in .github/ArgumentUsage.xlsx should be updated with all function arguments upon each release.

Fixed, there was an issue arising from the changes you made @ErikKusch in your commit below. Works now and merged into master. I would advise to refrain from manually changing the excel file as this could break the RScript logic handling this file.
