Hook Up Report Modal To Backend Database & API

**Description: Make sure that when a report is created, the information that is saved/needs updating is hooked up to a respective API call and is updated in stored in our backend database.**

Acceptance Criteria:
When a report is saved, it is saved in DynamoDB
When a report is updated and submit is clicked, it is updated in DynamoDB
