Add support for safe zone layer

While traveling the safe zone, I didn't realize how far out the origin safe zone stretched out. Adding in safe zone bubbles for player stations and game stations would help navigation as well as new station planning. Plus it would look cool and should be easy to do since zones appear to be standard geometric shapes. 

Add in safe zones, station exclusion zones.
