[DevTask] Add method to access maintenance page early in the app cycle

The ability to perform desktop maintenance tasks before the app attempts to load ComfyUI server would improve users' ability to troubleshoot app start issues. This provides easy access to change app paths and other config, reinstall, etc.

Both options should be added:

• Command line argument
• Native menu (e.g. tray)
