User can set goals in Easy FDC

As a program evaluator I want to be able to set my own goals in Easy FDC for each indicator I'm going to report (instead of taking WMFR goals :p).

This probably needs a bit of refactoring in fdc.py and in the webapp @JeanFred

Not sure of this: the goals are only used in the output Wikitext This looks like a lot of interface clutter for no substantial advantage.
