[Bug]: UrlAllowlist not honored

Issue Description

URLs in urlAllowlist registry is not loaded or honored.
Might be related to reported bug #87.

Legitimate sites at blocked, using non Microsoft Oauth.

Also having the same issue. I have tried creating the key and entries the same way as you and also as a REG_MULTI_SZ under /policy as some in the Discord have tried.
