Create the producer to provide drivers to the merger

We need to be able to "mock" the registration for drivers. It will need to send
the merger generated kafka messages to the topic "drivers" with this payload :

We want a CLI to control as much as possible the behaviour of the producer

E.g

producer drivers -n <number>

Will send number drivers to the merger.
