Cookie popup shows HTML-Tags in different languages.

To Reproduce

Steps to reproduce the behavior:

1. Open the web-ui, https://demo.dspace.org/
2. Doesn't accept or decline the cookie banner
3. change to diferent languages

Expected behavior

A correct useful text without visible HTML-tags or with rendered HTML-tags

At a glance, it looks like the issue is that several translation files include outdated translations which have hardcoded HTML tags. Those HTML tags shouldn't be there.

For instance, here's the English translation of the text above (with no HTML) in the cookies.consent.content-notice.description key:

But, the German translation has a comment that says TODO Source message changed - Revise the translation and it includes that embedded HTML:

So, I believe this bug is a translation bug. Several languages are wrongly including HTML in this content, and the Orejime popup we are using doesn't seem to support HTML.

Needs a volunteer (or several) to update the translations in affected languages.

(NOTE: This may be only occurring since we switched to Orejime, which was in DSpace 9.0. So, I've flagged this as only impacting 9.x and main)

That's it, @tdonohue. I verified the same issue in the Portuguese (pt-BR) translation. What would be the best way to solve this? Should the hardcoded HTML tags be removed from the translation files?
