"Deploy" does not (or will only sometimes) write BA2 load order to Fallout76Custom.ini

Sometimes the BA2 load order is written to sResourceArchive2List. Sometimes it isn't.

Is this caused by the INI's formatting?
Is it caused by changes in the staging folder that haven't been resolved yet?
