[CWS] Simplify makeTar in CWS Instrumentation mutating webhook #34401

What does this PR do?

This PR simplifies the makeTar function:

  • this function was copied from the official kubectl cp implementation and handled more use cases than needed (i.e. directory copy with recursion)
  • we're copying only one file, and don't need to do any kind of pattern matching before doing so

Motivation

Code clean up as we're investigating flaky disruptions caused by the admission controller.

The existing tests cover this refactoring.

  3. Its configuration does not mark it "erratic".
