Feature Request: Periodic automatic healing some amount of breaks of reinforcements

Same as with bastions, but with reinforcements. Updating the entire table with one query on plugin startup perhaps (restricted to daily or however often the server restarts is fine)?

Also if this does become a thing, ideally also have it degrade the reinforcement if it is over 100% (to allow for changing reinforcement strengths mid-iteration higher or lower and having existing ones creep toward compliance in either direction)
