Add in a way to 'depower' snitches.

An unpowered redstone torch reinforced to the same group as a snitch placed underneath the snitch should 'depower' the snitch, stop it from recording and sending entry alerts.

This allows for some creative ways of using levers and redstone to make jukes more useful.

For instance setting up another snitch with lever toggle on chest use, leading to an rs latch, going to our unpowered snitch, would allow players to get entry notifcations from the second snitch, labelled "CHEST-USE" to indicate someone is using their chests.
