Problem

Logging in development mode for web includes "%c", presumably instead of the ANSI coloring codes.

16:22:36 [server]  INFO Foo Bar
16:22:47 [web] %cINFO%c web/src/lib.rs:103%c Bar Foo

I can see this is not a new issue: #3554

Steps To Reproduce

Use tracing with standard templates.

Expected behavior

16:22:36 [server]  INFO Foo Bar
16:22:47 [web] INFO web/src/lib.rs:103 Bar Foo

Coloring would be nice to have.
