Scratch pad Save to Document saves stale version

When click the "Save to Document" button in the Scratch pad, it does not save the most recent version of the document.

If go to the Scratch Pad, make some edits to the document, then click "Save to Document", the document is saves does not include the most recent changes. (Click the Update button does not help.)
