Remove seq_drydep_mod.F90 module which acted as a wrapper to shr_drydep_mod.F90. Both CTSM and CAM use shr_drydep_mod directly and seq_drydep_mod.F90 cam be removed.

The move to shr_drydep_mod was suggested in ESCOMP/CESM_share#8
