Allow user to suggest how many subsets they want (e.g. 3 reviewers get same number or 3 reviewers get different numbers of articles)

Allow users to request uneven chunks like 10% and 90%, and prompt them to download ALL files so they retain the 90% that isn't in the smaller subset (e.g. 10% consistency checking, but then use the remainder)
