Suggestion: add optional flow to backfill/create Incoming Referrals and Service Referrals

The current repository creates Enrolments without Service Referrals.

Proposing the addition of a record triggered flow that checks for an accepted Service Referral for the same client Contact, with the same Programme Type as the Programme on the Enrolment, and backfills it into the Enrolment record.
If none is found, the flow should create a new Service Referral.
Likewise, for the creation of the Service Referral, the flow should check if there is an active Incoming Referral for the client Contact, and either use that one or create one to use to create the Service Referral.

This flow would need to be customised to meet Client needs.
