Like warning collision detection, but for Insider build announcements. Would help prevent duplicate announcements if two mods go to announce the same build at the same time unknowingly.

Keeping track of which builds have ever been announced previously and refusing to repeat an announcement for a build without some kind of 'force' argument (mentioned here https://discord.com/channels/150662382874525696/780516096335282206/1336765615746187337) would be nice
