Both Wallet-initiated and Issuer-initiated flows as MUST have requirement

The latest proposal does not require support for wallet-initiated flows as a MUST have requirement (only issuer-initiated flows).
In the DIIP community we have had several use cases that demonstrated/used both flows. Als for the Sustainable Cities interop track we would like to demonstrate how credentials issuance flows can be either started from an issuer portal or from the wallet (personal wallet or organizational wallet).

So I suggest to have both flows as MUST have requirement for DIIP V4.

No, that should not be a must IMO. This is very wallet specific first of all, and IMO applies mostly to organizational wallets, and would be easy to require as use-case specific requirements outside of the spec.

In the above example, the easy route would simply be to require that in the mentioned interop track on top of the spec
