Make voice call out other notification and events #10

Is your feature request related to a problem? Please describe.
Currently, voice notifications are limited and do not cover many important in-game events or system changes. This means users can easily miss useful information unless they are actively watching Discord or checking the bot manually.
Describe the solution you'd like
Expand voice notifications so the bot can call out additional events and alerts, such as:
- Teammate connected
- Teammate disconnected
- Teammate joined the team
- Teammate left the team
- Teammate died
- Tracker connected
- Tracker disconnected
- Server went online
- Server went offline
- Server wiped
- Smart alarm notifications
- Smart devices no longer detected
It would also be useful to add an in-game !say command so the bot can speak custom messages through voice notifications.
Describe alternatives you've considered
An alternative would be to rely only on text-based notifications in Discord or existing event logs. However, voice callouts are much easier to notice in real time, especially during active gameplay, and can make important events more accessible without constantly monitoring chat.
Additional context
This feature would make the voice system much more useful as a real-time notification layer and help players react faster to important team, server, and device-related events.
