Localization

Implement [i18n localization] for the extension:

• Create and populate _locales/en/messages.json
• Implement localization strings in:
  • manifest.json
  • The content script popup
  • The page script
    • Number parsing and suffixes
    • The decimal separator (i.e. . vs ,)
• Set default_locale in manifest.json
