Description
We need to ensure old, stale LocScheme data are cleared out when re-resolving an OOBI.
We hit an issue when trying to admit an LE credential where an old LocScheme record had an internal Docker host name that was interfering with a new loc scheme record because the witness had the same AID and was causing the use of stale LocScheme records.
This will include a change to the KERIpy KLI.
