API should be a thin load balancer for vlei-verifier #55
Description
The vlei-verifier will have login, checklogin, and verify signature capabilities.
The reg-pilot-filer will have upload, status, etc.
The api will become a thinner load balancer for vlei-verifiers:
- Detect currently available vlei-verifiers
- route traffic to a verifier, per AID (and maybe SAID)
