Change Sally Base image from gleif/keri back to weboftrust/keri

Once the following commits have made it into KERIpy 1.2.6+ then change the base image of Sally back to weboftrust/keri

• escrow logging changes with unit tests: gleif/keripy#10, gleif/keripy#7, and gleif/keripy#6
• 'rp' message fixes: see commit 1 and 3 of this PR
• LMDB map size configurability (Configer + Mailboxer config from JSON config file): see commit 2 of this PR
