Create proxy for geowebserver HHNK on ICMS.HHNK.NL

Without proxy we can't do featureinfo requests for the WMS

Proxy should also include external services like 'zwemwater' and '3Di'

This is not going to work since the server doesn't allow connections to the outside world and hence cannot to proxying.

Issue has to be solved because of issue #197.
