Task: Stuff Migration - Engineering

List of stuff that must be moved from Goobstation to Reforged that touch engineering department:

• RPD
• TG Gases
• Supermatter Engine (Supermatter #17)
• PTL (It's system must be refactored, optimized and improved since PTL was merged in raw state)

List of stuff that optional to move:

• Hammer and Nails gun
• RCD access restrictions

List can be expanded since i do not remember all mechanics that Goob have.

PTL should be completely reworked so it's a modular machine with a similar size to Particle Accelerator
Also TG gases should be more interesting and useful, so they are worth spending ~20% more performance on Atmos than usual
