Wrong scale of annotation arrow in .dwg file since v0.9.4

When opening with OCS a .dwg file created with Autocad, there is a visible problem with the scale of the annotation arrows since v0.9.4 (inclusive). The issue is still present in v0.9.7 (current version at the time of writing)
