[CI] Remove buildAndTestMojoOSS.yml workflow

We're going to extend the existing `examples.yml` workflow to build and test the
stdlib rather than separate workflows for getting started.  We'll bring back the
lint and format logic in the modified `examples.yml` workflow soon.
