Top Wall Block and Wall Block do not generate when using /plots setup with default values on 1.21.1 Purpur

18. /plots setup plotworld
19. Wait for plot to generate...
20. See that there are no top wall blocks

Expected behaviour

I expect there to be top wall blocks

• I am using the newest build from https://www.spigotmc.org/resources/77506/ and the issue still persists.

I remember this not being an issue about a month ago when I first tried plotsquared and I had a cool plot world but now that I once again wanted to use plotsquared it did not work. I tried recompiling the plugin which did not work, I deleted the PlotSquared folder on my server around 7 times, I tried deleting the world from any config such as bukkit.yml and mvcore's worlds.yml file which yet again did nothing.
