MCP Platform Wave 2 — Local/Remote Tool Parity

Successor to milestone #33 (closed 2026-07-15). Wave 1 registered most remote (src/mcp/server.ts) tools as local stdio tools (packages/loopover-mcp) and REST+CLI mirrors, but several 'CLI mirror for X' issues that landed after the #6152/#6382 stdio-registration batch never got a matching stdio-tool follow-up, and loopover_plan_repo_issues (shipped after Wave 1 closed) has zero REST/CLI/local-MCP mirror at all. Created 2026-07-21 after an adversarial audit found this remainder.
