Add ErrorHints stdlib

We should create a new ErrorHints stdlib to put all the error hints we have in REPL and Base. So that we can make Base smaller and also get more hints when running Julia via CLI.

Hmm, I take it you mean this for internal use only really, but I wonder if it might make the most sense to jump straight to something like the new error system I'm working on and showed of in triage?

The system you describe would also require an ErrorHints stdlib, no?
